Control Resonant FBC Task Board: Unlock and All Locations

The unmarked NPC that starts FBC Tasks, the seven boards and the trophy count.

Short answer

The Task Board is unlocked by an unmarked NPC outside the Field Office entrance in Central who says “hey, got a minute?”. Talking to him starts FBC Tasks and adds a board to each of the seven zones, six tasks per board. The Diligent Consultant trophy needs any 20 (PowerPyx).
